2007 CANADA - CRIME STATISTICS

Each July, the Canadian Centre for Justice Statistics releases its annual report on police-reported in Canada.  Below are the highlights regarding 2007.

 

  • The 2007 national crime rate reached its lowest point in 30 years. Canadian police services reported a 7% decline in crime, the third consecutive annual decrease.

  • The drop in crime was driven by decreases in virtually all high-volume offences: theft under $5,000, mischief under $5,000, break and enter, common assault, motor vehicle theft, disturbing the peace, fraud and counterfeiting currency.

  • Crime rates fell in all provinces and territories except Newfoundland and Labrador, Yukon and the Northwest Territories. Despite a 4% decline, Saskatchewan reported the highest provincial crime rate for the tenth year in a row.

  • Declines were reported in most of Canada's census metropolitan areas (CMAs), including the nine largest. The most substantial decreases were reported in Kitchener, Montréal and Winnipeg.

  • Violent crime rate fell by 3%, marking its lowest point since 1989. Following increases in most serious violent crimes over the past two years, the 2007 rates of homicide, attempted murder, sexual assault, robbery, aggravated assault, assault with a weapon, forcible confinement and abduction declined or remained stable.

  • Property crime rate dropped by 8% and reached its lowest point since 1969. Break and enters were at their lowest level in 40 years, dropping by 9% in 2007. Likewise, motor vehicle thefts declined by 9%.

  • Among the few crimes to increase in 2007 were drug offences and impaired driving, both of which tend to be influenced by police enforcement practices. Drug offences were up 4%, with cannabis possession accounting for most of the increase. The rate of impaired driving rose 3%, following two consecutive annual decreases.

  • The youth crime rate dropped by 2% in 2007, following a 3% increase in 2006. Violent crimes committed by youth remained stable, while declines were seen in most non-violent offences.

  • 2% increase in the rate of youth charged by police. However, the rate of youth cleared by other means, such as diversion programs, dropped 4%.

METHODOLOGY

 

Maclean's obtained annual crime data from the Canadian Centre of Justice Statistics for municipal police services with the 100 largest populations in the nation. Using 2006 rates per 100,000 population for six crimes—homicide, sexual assault, aggravated assault, vehicle theft, robbery plus breaking and entering—Maclean's calculated the percentage difference from the national rate for each of the six crimes in each area. In consultation with Statistics Canada, Maclean's gave each crime equal weights and standardized the rates to obtain an overall score that measured each area's percentage difference from the national rate.

STATISTICS - ORGANIZED CRIME IN CANADA

- Nearly 950 organized crime groups are operating in major urban centres and smaller communities in Canada with varying levels of sophistication.


- Over 300 street gangs have been identified, with an estimated 11,000 gang members and associates.

 

- It is estimated that $27 to $69 million is laundered annually.

 

- Credit card fraud led to losses of $200 million in Canada in 2005. Debit card losses amounted to $70 million.

 

- About 30 per cent of the 170,000 motor vehicles that are stolen every year in Canada are never recovered.

 

- Motor vehicle theft costs Canadians an estimated $1 billion a year.

 

- The impact on the global economy of counterfeit goods such as CDs and purses is an estimated $600 billion a year.

 

- Cybertip.ca (the on-line tipline for the reporting of potential Internet child sexual abuse) has received a total of 9,145 public reports. These tips have resulted in 17 arrests, 972 web sites shut down and 700 ongoing investigations.

 

- Globally, profits from child pornography are estimated at about $24 billion a year.

 

- Despite these numbers, only 23 per cent of Canadians agree that they have been personally affected by organized crime.
